Flooding occurs when there are excessive runoff volumes. These excessive volumes are caused by both the total amount of impervious cover as well as the rate at which the runoff is delivered to the stream. Curbs and gutters, storm drain pipes, ditches, catch basins and other drainage systems quickly speed the runoff to a stormwater facility or directly into receiving waters.
